The topic of the lecture is related to the Russian aggression against Ukraine, which began in 2014, and as of February 2022, it entered the full-scale phase.
Given that Russia justified the invasion by protecting the rights of the Russian national minority in Ukraine, including language rights, the question arises as to how much these rights were actually threatened in Ukraine and whether Ukraine fulfilled its obligations in accordance with the Charter of regional or minority languages, which was ratified by the state in 2005.
In order to explain the current language situation in Ukraine, an overview of the bans on the Ukrainian language in the Russian Empire and the USSR will be made. This part of the lecture aims to explain how Ukrainian reached the position of an endangered language in a country where it is the native language of 67% of the population, according to the latest census. The historical context serves as an introduction to the topic of the language situation in Ukraine since the declaration of independence (1991).
In the second part of the lecture, the international legal framework for the protection of minority languages in Ukraine and its harmonization with the state legislation from the aspect of protecting language rights will be presented, as well as the implementation of the foreseen measures in practice.
In the final part of the lecture, attention will be drawn to changes in the language awareness of Ukrainian citizens according to the latest sociological research.
